The wording could be a bit more consistent (application vs community, suggestion vs request), but the link is already available on the index pages of the Enhancements section of each individual community. Scroll down to the bottom of the page and the "View all suggestions for all applications" link will take you there.

My suggestion would be to have it listed on the Community Center start page and in the top menu as well to enhance the findability.
